E141’s crew found a moderate smoke condition in the rear stairwell and stretched a handline. Ultimately it was determined that a fluorescent light ballast burnt up and there was no extension. A civilian extinguished the fire using a dry chemical extinguisher prior to fire department arrival. There was a moderate smoke condition in the rear stairwell and the 4th and 5th floor hallway. Crews ventilated the building and returned to service.
